Payment of Fees:
The prompt payment of fees in the current economic climate is much
appreciated. We have been lucky enough to work for a large number of clients
over the twenty four years that Bankier Sloan has been in existance and in the
vast majority of cases the payment of fees has never been an issue. In the
current climate payment of fees on completion of a job is much
appreciated by this practice, and I am sure this is a view that will be
reflected by all professionals involved in this sector whether they be
surveyors or solicitors. The goodwill that clients will generate by paying
promptly will always far outway the interest they might earn by retaining
the money for a few more days!
Energy
Performance Certificates: For the vast majority of industrial
properties we market I do not
believe an Energy Performance Certificate (EPC) is
needed.. I urge all those involved in marketing industrial
property to look vary carefully at the legislation. Do not to take for granted
the information that is being widley distributed by many companies and
individuals who are seeking work in this sector. If you are interested in our
information sheet on this please e-mail - reception@centre-p.co.uk writing the
words 'Energy Certificates' in the subject box and we will provide you with
extracts from the relevant legislation which I believe will show that for a
standard warehouse or industrial unit, however large you do not need to
provide an Energy Perforamnce Certificate. We have received
confirmation from the Trading Standard Authority that our view on this is
correct. !
Planning
Permission, Wendlebury: We are pleased to have seen through a planning
application on our clients site at Elm Farm, Wendlebury. We submitted the
application approximately ten weeks ago and obtained planning in line with the
recommended 8 week period. We will shortly be offering To Let small industrial
units from 800 sq ft up to 3,000 sq ft. If you are interested or want further

Schedules of
Dilapidation: I have noticed with interest the
increasing number of schedules being prepared by surveyors as leases come
to an end, mainly on industrial properties. Over the years I have seen very few
formal Schedules of Dilapidations being served on tenants at the end of leases,
this is I believe mainly because landlords have in the past always been
confident that they will re-let a property at a reasonable rent and have
probably paid too little attention to the small print of the lease and may not
necessarily have "thrown the book" at a tenant. It is however an
increasing practice for landlords to do, particularly if they believe it might
be difficult to let the property, and also if the property is not in a fit
state many are taking the view that they will be able to delay the
introduction of void rates while they carry out such work, and of course claim
rent during that period. If you are a tenant or a landlord needing advice on
this matter please do not hesitate to contact our office and ask for Ian

Payment of Emtpy
Rates: The greatest response I received from last month's OUTLOOK
was for our briefing paper on how to avoid the payment of rates on empty
properties and this is, of course, still available to anyone who missed the
opportunity last time round. If you want this to be e-mailed to you please

will forwarded. For those who did receive it, and wondered what other
responses we have received, the most interesting was from one local
authority... I have set out below their comments;
Dear Mr Sloan
We
have read your notes and would have to state that interpretation of the law is
actually a matter for the
Courts. However, it is our understanding that what you have stated is
correct. On a quarterly basis, the
Council is obligied to submit to DCLG a return telling them measures that are
being taken by ratepayers
to
limit their liability. It is possible that if this method become
prevalent, the Government may take action.
Substantial
Office/Industrial Requirement: We are undertaking a major search
on behalf of long established clients who are now seeking approximately 10,000
sq ft to 12,000 sq ft of office accommodation and up to 20,000 sq ft of

Poundon, Nr
Bicester - Industrial Premises: We were delighted to receive
instructions last week to market an exceptional industrial building at Poundon,
nr Bicester. This is possibly the most secure industrial estate anywhere
in the country having an electric gate, approximately 15 foot high and a similar
height fence all round. The site I believe was once a base for MI5 and
